Limestone preservation/conservation

Hi, I'm doing a project in Görlitzer park, Berlin.
In 1998 it was built a huge fountain in portugese limestone, and because of the climate conditions in Germany it broke down the first winter.
Ever since, it has been an argument over responsabilty in the courts.
My interest here is to do what I can do preserve these 'ruins', because as a public feature, the fountain still works. So what I'm wondering is how could it be possible to seal it to prevent any further erosion? Is there any kinds of paint etc. i have no idea if this would even be possible on such a large scale.

All help is recieved with great thanks!
